Getting support from the FB app people has been a complete dead-end. I've even tried uninstalling the FB app but the image is still there and switching to Spotlight afterward still has no effect. Basically, Windows is behaving as if there's a setting in the registry? Surely there's a way to change that, right?
It seems like a design flaw if an app is allowed to change a setting in Windows that can't be changed even after uninstalling the app. NOTE: There are a couple of programs out on the web that purport to be able to change the default lock screen image.
From what can tell, they seem to be making tweaks to the registry. But I'm not keen on the idea of grabbing a random program from an unknown developer and running it with admin privileges, for obvious reasons. I'm hoping there are Windows experts reading this thread who can tell me what registry entries or settings I need to change. I'm happy to do them manually. See attached screenshot Assuming that's where you meant, the "Force a specific default lock screen and logon image" was set to "Not configured".

To answer your question, the "picture" under Settings :: Personalization :: Lockscreen is set to Spotlight. See attached image below. But I want to make sure you understand that I'm trying to change the default lockscreen image , which is the one that appears when no one is logged in, not the personal lockscreen image that appears when I'm logged into my account. Maybe your question was a pre-step to fixing the default lock screen.
Just want to make sure you understand what I'm trying to fix via this forum thread. Even though Spotlight is selected in that dropdown, the Picture selected on that page is still relevant. Now I feel a little embarrassed. I couldn't see which picture was selected until I changed the dropdown from Spotlight to Picture.
As soon as I did, I could see the picture that's being used on the default lock screen. I changed it to different picture, rebooted, and now my default lock screen is showing the picture I just selected. And furthermore, that picture "sticks" as the default lock screen even after I switch back to Spotlight.

Alternatively, you can select a solid color to be used as the logon background, and you can experiment with several of them until you are pleased with the previewed result. The final step is to apply the changes.
